Whiteout removal?

New to the boards here with a question on restoration removal. I'm watching a book for sale, but it looks like someone did an amateur restoration on it, using whiteout to seal tears on the back cover. Other than this, the book is in decent shape. As you can probably tell from the pic, though, bright white spot is pretty glaring. I've been thinking of picking it up and then sending it in for restoration removal. Anyone had any experience with removing whiteout over a tear?
