Is this a production error?

Curious what this is...the cover looks really good but the back is a weird mess...but doesnt look like normal staining.

Since its an old label I'm wondering if CGC would see this any differently now (if its a production issue that is).

Any thoughts?

Looks like a lot of interference in the Saturday Morning Shore Store background doesn't it. Try adjusting your set

Difficult to tell from the image, but it looks like printer related problems rather than post production damage to me.

Looks like it might have been wet at one time and then lost some color at the high bubble points from rubbing.  And then pressed to a Maximum grade ?

The weird thing about it is that it seems like its mainly a black ink issue, it doesn't occur very much in the yellow, plus its streaky...that why I'm thinking its related to printing. If thats so, how would cgc approach this? Also, its old label, so I doubt its been cleaned or pressed.
