well we wouldn't know for sure but we do know the rest are Force Ghosts at least.... 

also who knows except for maybe Lucas on how to become a Force Ghost it was theorized that it required special training or sacrificing one's self.. who knows here's a link to some fan theories about it with collected knowledge from the Star Wars universe.
