Is there any cleaning that would remove the spots on the cover, above Punisher's head for instance, and whatever staining is on the interior of the cover and back?

The back looks like moisture stains, and the marks on the front appear to be foxing.

Dry cleaning would not entirely remove either of these, but may improve them some.

Either way, CGC hammers stains from what I've heard.

However, there are others here with much more knowledge about dry cleaning than myself. They may be able to give you a better answer.

That is foxing stains, not surface dirt... so it's doubtful dry cleaning would do much.

A solvent bath would likely remove it, but then you are talking about "restoration."
