CGC Grade 0.4?!

Recently came across a Facebook post with a picture of a CGC grade of 0.4. To my knowledge this has never been a legitimate grade on standard grading scales. So I decided to look up the serial number on CGC's website and sure enough, it states that it is a grade of 0.4. Thinking maybe something had changed, I checked the CGC grading scale on their website and 0.5 is the lowest grade that they claim to apply. Additionally the case appears to be the current case that CGC is using and was graded only a month ago, 31 Jan 2020.

Is there something that I am missing? Any info would be greatly appreciated, thank you.

No the book was graded this year (someone posted the verification link)

Where do you think the label information comes from? If the database has a problem, the label will have the same problem.
