Probably not in 1941 but soon after the war started they were rationing paper and encouraging recycling.  It's a major reason for the scarcity of GA comics.  Even worse than mothers!

That makes sense. I'm a little surprised that there's not ink at all visible on the logo, but maybe it rubbed off onto another comic while it was still wet.
