Ink tracing on cover... 0

Just curious what the ink on the cover (Spidey arm and eyes & Morbius face) does to the grade of the book assuming no issues with back cover.

Would it be considered restored?

Only if you tried to remove it and left traces of solvents or other means behind

Ink and indentations left behind in the cover will be noted as flaws

The amateur artwork will affect the grade, but it's difficult to say how much. A lot depends upon what the grade of the book is without those flaws...

The ink will not be considered restoration/conservation at the ink was not meant to improve the condition of the book.

I dunno about that, the doodler looks to have improved morbius face and gave spider-man's arm more definition..
