Comparing artists is more about “what’s your preference?” than anything else.

The master draftsman during the Golden Age was Mac Raboy. Mac’s technique was far superior than his contemporaries and his covers are among the best ever from the era.

Jack Cole’s style made him unique and a giant.

Lou Cameron drew some of the most incredible story plots during the precode era.

What can I say about Carmine Infantino? Murphy Anderson? Gil Kane? Curt Swan? Can spend threads on these guys...

No war cover artists?

Joe Kubert (include him in other genres)

Russ Heath

Strips:

Gary Larson can do in one panel what it would take the rest to try with multiples:

Dilbert’s Scott Adams is a genius at work!

This right here.  I can't fault someone for putting Liefeld in their top 10 if they enjoyed his work and it brings a feeling of nostalgia to them growing up in the early 90's.  While I don't agree, it is their prerogative.  I do agree with your list in its entirety being a much closer list to what I would choose and I'd also include Joe Kubert, Russ Heath, Mac Raboy (as mentioned by bronze johnny) and and some PCH artists like Lee Elias and Johnny Craig.

I think the names on the list will also vary by generation and /or your ability and desire to look upon great works of the past, as well as modern work.

Very true.  I've said this before and I'll say it again, I see plenty of people bash Liefeld and other modern day artists while the legends get a pass for their poor anatomy and drawing at times.

I definitely see how someone could put Alex Ross and McFarlane as the best comic artists as they have impressive bodies of work whether its Alex Ross and his painting style of cover art or McFarlane and his many iconic covers.

I try to appreciate all art for what it is rather then what I want it to be.

Outside of the names mentioned, one of my personal favorites - Lou Fine which I would add to cover and storytelling.

I love Fine’s covers, but his interiors are more like individual drawings and lack the flow and fluidity of a good storyteller.  Otherwise, I would have included him
