What kind of comic book is that? I see no newsprint or direct sales code....nice cover though ;)

DM Anthology series. Here is a description from Wikipedia 

Editor Milgrom wrote of his experience with the series:

It was intended that [Marvel Fanfare] would appeal especially to the fans. tried to get the best possible stuff ( . . . by either established pros or talented newcomers). At least part of the purpose was to use better paper, more elaborate, detailed coloring and, by charging a higher cover price, to eliminate all those unsightly ads. The creators were paid a bonus 50% rate, too. I was sometimes 'accused' of just using up inventory material — as if that was necessarily a bad thing...

It was a series that ran at a higher cover price but with no advertisements.  Cover & art by George Perez.  This book is the first appearance of Iron Maiden aka Melina Vostokoff aka the character Rachel Weisz is playing in the upcoming Black Widow movie.

Is that normal? I'm fairly new to cgc but I have a couple of 9.8 and 9.6 books that I want to send in for private signings but not at the risk of CGC opening their own slab and then taking away grading points for it if they're the only ones really handling it. Yikes. Has anyone else had this happen before?

Yes it has happened to me multiple times. The grade going down is always very real possibility when the case is being opened for any reason, even a press and re-grade. If you're not ok with the grade going down do not send it in.
