Question on Removed Staple 0

Hi,

I picked up this Shock Suspenstories and noticed that the bottom staple has been removed.  It's noted in the graders notes (below).  I read that a removed staple typically gets a conserved grade.  Is that true and the universal grade is a mistake?  Or can a missing staple still get a universal label?  Thanks!

Got it - so it would only be conserved if the staple were actually replaced. Thanks - appreciate the help.
