I did not know that. Not to thread cr@p, but why is AC23 considered the first? 

Kind of like Sandman in NY worlds fair 1939. It came out before Adven 40, but Adventure 40 is the one most collector's consider the grail. (Of course Adventure 40 has that iconic Fessel cover going for it).

The Action 23 story is the first Luthor story chronologically, but Superman 4 was on the shelves before Action 23. So many readers were introduced to Lex first in the fourth Superman issue. It is a very similar situation to the NY World's Fair/Adventure 40 issue.
