It's like teaching-you either have the knack or you dont. Cant reallly be learned. But really you gotta have good material. Kramer's routine about going to the gym and "The guy had no neck! I mean he had no neck!!" this is not funny-at all. It's not original, its not funny, and saying it over and over does not make it any funnier.
