If we are talking about a common book then I would say X-Force 1 in a 9.8. It doesn't say so on the cover but I believe it says so on the polybag. 

Would something like Spider-man 1 Platinum Edition count?

$25K plus, IMO for a 9.6, $15K would be a bargain. 9.8 is a moot point. Never going to see one. Probably not in our lifetimes anyway.

Vampirella #1 9.8  $13,145 way back in 2016.  9.6: $7878 in 2019. 

Famous Monsters of Filmland: 9.4  $12,500 in 2006 

Famous Monsters has only three 9.4s on the census and none higher. Based on the $12,500 for one of the highest graded back in 2006, running a 9.6 Vampi against a 9.6 FM in the same auction would be an interesting contest, although IMO, the 9.6 FM (highest graded at 9.6 and only the one highest graded) would win.
