Strange type of damage to cover

I was looking at a copy of Black Panther #1 (the 2009 series) that I bought quite a while back, and I noticed that the cover had tiny bubbles all over the place. Even though at first it looked like something spilled on the book, I noticed that the bubbles protrude from the cover and that nothing is on it. Does anyone know what this type of damage is called, or what it. Also,will pressing make the bubbles go away? Thanks in advance for any info!

Thanks for the info! Interesting. "Ink blisters" sounds like a manufacturing defect. I tried to find info by searching online, but I couldn't find anything. It must be very unusual. I wonder if pressing would be useful at all.
