Police Comics #4 graded at 3.0.

Believe it or not, I "think" this might be a Recil Macon.  I bought it at same time from same person as my Police Comics Recil - notice the pen marks on the face of Manhunter on mine. Link below.

Then, notice the pen marks on Plastic Man on this one.  There were no other markings however, and sadly CGC said no.
