Question about Silvering on Jungle/Fossil set cards 0

Jungle and fossil sets typically have a lot compared to other sets straight from the pack. How much does it affect grade?

I'm not looking for anything specific to this card. Just an overall generalized answer. Is it considered a manufacturer defect? PSA tends to over look this as almost any card from those sets have a tremendous amount of blowout on the border due to cutting the cards with dull blades during manufacturing.

When the card is graded is there a distinction made between ones that are worn vs ones that just have bad blowout from poor manufacturing? It's a well known issue, but I wasn't sure if it was acknowledge as such in the grading.

Hi - It is taken into account and can effect the grade if bad.
