From what I've been able to find out, both staples missing because of manufacturing gets a Green Qualified label with no grade reduction and one staple missing because of manufacturing can still score a 9.4 Blue Universal label...

Agreed with the bold, but I thought that 1 staple missing could still get up to 9.8?

Yes, I would suspect this is correct. I just couldn't find an example of it in my search yesterday...  (shrug)

Upon research, there are examples of 9.6, and people have said that they've seen 9.8s (usually GA).

Quite a few books were intentionally produced with only one staple during WW II to conserve materials, which isn't quite the same as a book that ought to have 2 staples, but only ever got one. Still, that's pretty clearly a manufacturing defect, so shouldn't cap grade below the 9.8 level. Obviously, zero production staples is still earning a green label.
