Question on Pennsylvania Pedigree

Wanted to ask if anybody's familiar with the Pennsylvania Pedigree?

I have a Batman #19 in hand that was graded blue label 6.5, WP copy.

My very scant understanding of the pedigree is that for most of the books, a cursive 'P' is penciled on the front cover. My copy appears to have a similar cursive 'P' as well, but in marker.

Not Penn, but I recall seeing a lot of these books years back, perhaps sold through Heritage?

Nice book for a 6.5. WP, too. Wonder what held it back?
