Is removing an amateur staple placement considered restoration?

I recently came across a Marvel Super-Heroes 13 with two staples about 1/4" from the spine. They're not attatched to the cover, just all the pages, so they're literally doing nothing at all (and I should mention that this issue isn't even supposed to have staples anywhere in the first place). Would leaving them or removing them be better for the final grade? (Sorry if this is in the wrong forum, wasn't sure if it should be here or in the Newbie Questions)

The pages are stapled together, but not at the fold like a traditional comic. After the edges are trimmed (as stated above) the cover is glued against the spine. That is why squarebound books can have such ugly, mangled spines due to the glue not being applied evenly.
