Why is this Qualified and not Universal blue?  Coin flip?

If I may be so bold...

When a book has a manufacturing defect involving ink irregularities, it's almost always going to get a Qualified label. The interesting thing is that the actual term "Manufacturing Defect" or "Manufacturing Error" wasn't also included on the label. These books rarely receive a Blue label, and if you find one that did, it's most likely a clerical error.  ;)

I know I recently saw an FF #110 with the green Thing color error and that was a 9.0 blue with the error noted on the label.  The blue label didn’t strike me as unusual at the time.
