Who Really Drew the Batman 9 Cover?

CGC states and I always thought it was Jack Burnley who drew the iconic cover to Batman 9, but I'm seeing several other sources that it was Fred Ray and Jerry Robinson.

Here are some of the sources that says it's Fred Ray/Jerry Robinson

What are your thoughts on this?

Fred Ray supposedly sent a listing of all of his comic book credits to Jack Burnley in 2003, and part of the list was published in Alter-Ego #25.

Although GCD may be incorrect with the Alter-Ego issue number reference since Alter-Ego #19 featured Fred Ray and the list may have been in that issue

The cover looks more like Burnley than Ray to me, but who knows at this point, being 80 years ago.

There was a cover recreation sold on HA with the following description:

 

Jack Burnley Batman #9 Cover Re-Creation Illustration Original Art (1990). This Jack Burnley original art is a loving re-creation of the all-time classic Fred Ray and Jerry Robinson cover from 1942. Bold and striking, it is every bit as effective in black and white as it was on the full-color comic cover. Rendered in ink and marker over graphite on Bristol board with an image area of 14.75" x 20.5". It is signed and personalized in the lower margin. Matted to 19.5" x 27". In Excellent condition.

Tough question because both Ray and Burnley drew Batman and Robin in a very similar way. By comparing Batman 9 and 10 (assuming Ray/Robinson drew 10) I'd would say they are a little more similar than Burnleys. But if you compare Batman 9 to Detective 106 you could easily say Bat 9 is a Burnley. Tec 106 is almost identical to Bat 9 in detail. Really tough call. 

Now can someone tell me if any of the pre-robin Batman Tecs were drawn by Moldoff? 

Edit day later: I would say mainly judging by the Tec 106 that Bat 9 is most likely a Burnley cover.
