Wild guess.  He bought books from someone who shipped Media Mail; however, there was postage due because comic books are not allowed the Media Mail rate and he had to $39.45 in order to take possession of the package and said books.  Further guess - he did not want nor request that they be shipped Media Mail.

If that is an eBay listing and says Standard Shipping, or Economy Shipping, it would appear that the seller does not know they have to go Priority.  You can message the seller to find out what their intended method is, and educate if necessary.

If it says Priority, and is sent by a low cost method intentionally, then it might be best to refuse the shipment.  In that case, the goods go back to the seller and he has to pay for the return shipping (by Priority). 

Media Mail does not include automatic free return shipping like Priority does, so there will postage due at the seller's end. 

If it's something you really want, don't want to send it back, you have a harder decision.  You can pay the difference and then try to chase the seller for it, since it was sent by the wrong method.  Or you can ask the carrier to hold the box for 1 day, present it again tomorrow.  You take the photo of the box with its postage due markings, contact the seller as to whether or not they are going to pay the difference.  If they say no, you refuse it when the 2nd delivery attempt is made.  If they say yes, you had best collect it from them before the 2nd attempt so that you are not depending on them keeping their word.
