Interesting placement.  Easy to overlook, but then I'm sure kids already knew what the price was. 

Did the pence price change during the period when Dell experimented with a 15-cent cover price? hm

It didn't, no Sqeggs. The 15 cent variants existed between 1957 / 1958. The pence period is April 1960 to July 1961. To my knowledge,  there's no such thing as a price variant of a pence price variant for any of the seven publishers which solicited pence variants (Archie, Charlton, DC, Dell, Gold Key, King and Marvel). It would be cool if there was though!

I was the under-bidder on the above copy.  Broke my heart, but I thought I could find a better copy.  Turns out I did:

2nd Highest (1/1), the only better copy is an 8.5.  First Uncle Scrooge cover by Barks!

I've never been convinced this cover actually is Barks.  Maybe somebody fiddled with it after he roughed it out? hm

To me, it has the "brightness" I associate with Barks' portrayals of Scrooge in that time period.  Does not look like the other Duck artists to me.

I was just looking around:  Overstreet says Barks but GCD gives it the old "Barks ?" I think Barks ordinarily inked his own stuff (or his wife inked it), so most of the time his work has a pretty consistent look.  I guess Buettner would be the other candidate.  The pupils have the distinctive Barks look, which may be the tie-breaker, if one is needed.

I think the cover, FC 353, looks like work by Barks.  Perhaps he made the photos and someone assembled them.  I think I have most of the Duck Albums and later DD issues with stories or covers by Barks.  DD 54 Is still my favorite.

CBCS books are re-graded lower when they go through CGC all the time. I won't buy CBCS books based on grade anymore. I assume a 1-2 notch down grade. I had a captain Marvel 17 ( I believe) go from 9.4 to 8.5....unbelievable. We could have a whole other thread on that, and probably do.
