Restoration Grading

Does a book lose points for the amout of restoration performed to it? Take this hypothetical:

 

Let's say you have two copies of Showcase #4......Copy A and Copy B. Copy A is a 2.0 and Copy B is an 8.0. Now let's say you send both copies in for professional restoration. Upon completion, the untrained eye can not tell the difference between the two books. They are both now near perfect. The professionals at CGC however can tell that Copy A obviously had much more restoration done than Copy B. Do they receive the same grade? Does Copy A get a lower grade because the professionals at CGC could tell the extent of the restoration.

 

Please answer and explain.

Both comic books would receive the same grade because it is an "Apparent" grade, but the one that was originally a 2.0 would get "Extensive" on the label and the other would get "Slight" or "Moderate" on the label depending on how much "work" the comic book has on it.
