Is this book gradable?

I was just wondering if this Jay Company comic book is gradeable. The cover is larger then the comic size but the entire cover wrap is the same size front and back it looks. (have not taken it out of bag.)

We are not able to grade any Jay Company editions or Museum editions that have this larger outer cover. This cover creates what we call "overhang" and it is too prominent on these books for us to safely encapsulate them.

If any book presents an overhang, which is when the cover extends beyond the interior or the comic, and that overhang is such that we cannot safely encapsulate the book, then it is returned ungraded and the account is credited.

I have an incomplete coverless copy of ASM 1 that I wanted to have graded just to authenticate it. I know it will come back a .5 Will CGC slab it if I submit it?

Wouldn't it be possible to make a insert surrounding the inner book, making it flush with the outer cover thus negating the overhang issue(brainstorming)? It seems there is a decent demand to have these types of books graded, myself included, and a bit surprised something hasn't been designed when money can be made.
