Kyle Rayner Cameo vs Full Appearance

In Green Lantern Vol 3, issue 48 Kyle Rayner only appears on the last panel, on the last page of this issue. CGC has it labeled 1st appearance of Kyle Rayner. Based upon Incredible Hulk 180, why isn't this issue labeled as a cameo?

 

In addition, in Green Lantern Guardians #1, it uses the story from Green Lantern #50 to as the Origin story for Kyle.
