Spacer in holder

I just bought a comic from E-Bay and had a question. It's Elektra Assassin number two and I noticed that on my number one issue there is a spacer to keep the book from moving. That is missing from this one. Is this an oversight or did CGC discontinue using these at some point. Thanks, Chris
