Submitting through internet partners?

When submitting through internet partners are the books sent directly to CGC or first to the internet partner? When the book is returned is it sent directly back to the owner or does it first go to the internet partner? Is there an additional cost or fee that goes through an internet partner? Is there any catch at all for submitting through internet partners?

The purpose of the internet partners is only to give non-members an avenue to fill out a CGC submission form online. The books would be sent directly to CGC and then returned directly to the customer. Internet partners offer a 10% discount off of the grading fees. The partner does not receive any information about the submitter or submission.
