I don't think that the eBay seller is making an unreasonable stretch here. As he even says, "Of course Foom #2 would be a lot harder to find that Hulk 180 or 181 even if only viewed as a prototype for the later Wolverine."

 

I could see that.

 

It is nothing that I would be actively looking for, but if I saw it for a few bucks, I think it would be pretty cool to own.

FOOM is a MARVEL publication so it seems to me that somebody at a minimum, took the idea and name from Olsen and used it as a seed to grow the Wolverine we know today.
