ARe Signed books with COA eligible for Signature Series?

I have a couple of the J Scott Campbell variant covers signed with COA from his website.  Based on what I'm reading about signature series, I'm guessing these don't qualify?

Yet if you go on EBAY there are a bunch of these up for sale with the Signature Series yellow mark.  Seems odd to me that all of these would be witnessed signings....

Can anyone give some insight into how this works?

JSC has an agreement in place with CGC where an authorized CGC witness is present whenever he's pre-signing books - this means that at shows, as long as another CGC witness accompanies you, you can go to the JSC booth, buy any of his pre-signed books and they will qualify for the CGC Signature Series label.

This is only allowed because the chain of custody remains intact - the book goes from one CGC witness to the next then to the CGC booth where it gets mailed off.

This is obviously not the case if you simply buy a signed book on eBay - hence the reason why those books don't qualify for the SS label.

I'd call CGC. I think it may be a new policy that if the artist sends the books directly to CGC as an advocate for you, they will recognize them as authentic as they are coming directly from the artist. Don't quote me on this, but I think this is something new. So send them a message or call and find out.
