First off he didn't actually say he had or was giving a hulk 181 in cgc 9.8 He worded it so you thought he did but didn't give a guarantee. This guy is always on trying to pull this [#@$%!!!] along with a few other [#@$%!!!] clowns. I mean really how can you think you can pull this off if you have a 9.4 hulk 181 on ebay in the same group of auctions. Some body should report this guy maybe everybody and get him kicked off. The sooner everybody in the comics industry realize they have to be honest or be punished the sooner everybody will be honest.
