Coloring someone else's commission pieces then reselling it. 2 2

I've noticed a lot of "art" being sold that is hand colored over a copy of another collectors commisioned art. It bothers me. Not sure why but it doesn't seem right. What are your thoughts?

I don't remember if it was this inker or not but my commissioned piece by Randy Green and Andy Owens turned up on ebay once inked by another person who had pulled the raw pencils off of Randy's facebook page I believe.  He was selling it as original and not disclosing that it was not the original pencils.  I was not real thrilled with it but didn't think I could do anything about it.  To be very clear I don't remember if it was the person in this link, they may just be inking the work for their own reasons, practice, what ever.
