Think about it this way...  if you had a raw book that you really believed would be CGC 9.8 and worth a whole lot more than the cost of CGC grading, let's say $200 for CGC 9.8, but only $20 for raw 9.8... would you sell it raw for $20?  No way.

But would you sell it raw for $20 if it's likely to come back from CGC as 9.4 and be worth about $40-$50 graded?  Yes.  CGC grading will cost $30 (fees, shipping, etc.), so a $50 CGC graded book selling for $20 raw makes sense.

No one is giving away the CGC 9.8 money for the raw books they're selling on Ebay... but they're happy to let you think they are. :grin:
