CGC Case Sealed OVER/AROUND the Comic ?

Indeed, what kind of slab is that? Where's the upper CGC insert? How about a shot of the entire book?

ouch call CGC it might still be a 9.8 as there doesn't look like there is impact crunches it might have fallen out of the inner well maybe the bottom wasn't sealed and it slide out.. can you gently I mean very very gentle tap it to see if the book slides back up a little bit and see if it slides in the inner well?

Yes, it can happen when the holder is subjected to severe shipping trauma or other high impact situations. It can be devastating to the book and the owner. In less extreme cases (like the example here) it can easily be corrected with (hopefully) no change in grade.
