Time Frames For “Loose” Grading 0

I know that on any given day any given book can be graded a bit more tightly or loosely. 
 

But I read comments more than once that seem to indicate there’s a general consensus on certain time periods being relatively consistent with “loose” grades. 
 

What are those those time frames that most consider to be loose grading?

I keep hearing that the 2011 - 2012 time frame is considered to be a "loose" period. 

In my view, consistent grading depends on a wide variety of factors...

Grading on Friday's (thinking about the weekend) and Monday's (recovering from the weekend) are loose.
