Spidey No. 21 grading question

I bought a Spidey 21 (the human torch, spidey, beetle cover) about a year ago which I would guess is in F+ to VF condition. I know that Overstreet doesn't consider the distributor's ink (the red, green, yellow, blue stripes across the top of the comic's pages) as a defect, but what if some of that ink has slightly bled onto the upper part of the cover?
