Action Comics #23! First Lex Luthor!

A low grade filler copy. I would grade a 1.0 at best. Spine was obviously taped and the tape was removed. Cover is married to the interior. Interior has multiple married wraps but is COMPLETE and supple. Most of the pages are off white/white, but you can tell there are married wraps as there is a difference in the color. Some minor tape residue and tape stains on the covers. I don't see any signs of restoration. Speaking of resto, this would be a great leafcasting project! More images on request.
