Now what exactly is setting off Godzilla that he must fight Kong? Is this the same organization that was manipulating the monsters with the Orca device in Godzilla: King of the Monsters?

Well remember at the end of Godzilla: King of Monsters the Game of Thrones Eco-Terrorist guy bought the discarded head of Monster Zero.  So maybe they synthesized some blood from the DNA and inject Kong with it, which attracts Godzilla (cause they were enemies and Godzilla could "sniff" out where he was when Monster Zero woke up).  

Or some other trumped up exposition.

FYI how the Avengers win, if I recall correctly, is a version like the Thanus theory but a different orifice.
